Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are conducted: positive announcements are delivered from different nations. Significant resources is devoted on managing particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming guided weapons flew past – sophisticated military planes supplied to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes resigned acknowledgment: possibly the hostile projectile won't strike its target this time, sparing the city from ruin and further power outages.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – most likely allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it pressed on overhead toward its destination.
Periodically, this persisted until dawn. Kyiv awoke to the early updates: several casualties, destruction and utility failures in numerous residences as a result of the night's assault. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's essential dependence on external assistance – a dependence that neighboring countries are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The 28-point plan from American leadership generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, no doubt, persist.
Political Considerations
It is easy to blame certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a premise understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government assumes that it is unrealistic to compel Moscow to surrender the land that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, US leadership does little to deter Moscow, through words or deeds, from thinking that the situation will not shift further in its advantage in the months ahead.
Opposing Positions
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a entire defensive failure until circumstances change in its favour.
Existing Situation
Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a only one week to eliminate the proposed articles of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
